Job Summary:
The Land Development Support Specialist is responsible for providing a wide array of administrative functions in support of the City’s performance and warranty surety program, as well as assisting Developers/Business owners through the process of obtaining their final Certificate of Occupancies. Additional duties include general administrative support functions to the Land Development Division such performing research, preparing correspondence, public relations, and other duties as assigned. Work is performed under the supervision and direction of the Development Services Manager, however, the incumbent works moderately independently within a scheduled routine, using good judgment and initiative.

Essential Duties & Responsibilities:
Organize and maintain development surety records in the City’s Accela enterprise software system;

Support the Development Services Manager in ensuring that the surety program is administered in accordance with City Code and State of Idaho law and is supported by adequate documentation;

Recommend and assist with development and implementation of City surety policy and procedures;

Input data into the City’s Accela enterprise software system with a high degree of accuracy and attention to detail;

Report and reconcile financial information for the surety program with the Finance Department;

Process all final construction cost and logs contributed capital with the Finance Department;

Respond to inquiries and research issues in a timely manner;

Prepare meeting agendas and take, prepare and distribute meeting minutes;

Research and respond to citizen concerns and questions in a courteous and timely manner;

Establish and maintain cooperative and productive working relationships with all City
Departments;

Keep Development Services Manager and others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing them;

Work closely with Developers/Business owners to assist them in obtaining their Certificate of Occupancy for their projects;
Meet deadlines through effectively prioritizing work.

Job Specifications:
High school graduate or GED required;

2 years college in business administration, finance, and/or accounting preferred;

Requires minimum of 2 years of administrative experience working with accounting or finance principles; or, any combination of education and experience sufficient to perform the essential function of the job;

Must be proficient in the Microsoft Office suite of programs.

Knowledge, Skills & Abilities:
Must have knowledge of general accounting principles and general office administrative functions;

Must be able to analyze and interpret financial data, draw conclusions and prepare clear and concise reports and recommendations;

Requires strong customer service skills, strong attention to detail and ability to manage multiple tasks and projects;

Must have excellent verbal communication skills in person and via telephone or email;

Requires strong professional writing skills to write reports, minutes and other communication;

Must be able to work independently, be able to prioritize and be flexible if circumstances change;

Requires excellent relationship building skills and the ability to be an effective team member;

Must effectively multi-task and be able to work in a fast-paced environment with frequent interruptions.

Work Environment and Physical Demands:
Work is usually performed in an office environment with moderate noise level, protected from weather, but not necessarily from fluctuations in temperature;

Constantly requires sitting at a desk or computer terminal for long periods of time and the ability to lift up to 15 lbs.;

Constantly requires clarity of speech and hearing, which permits the employee communicate effectively with the public and other department members;

Constantly requires clear vision to read printed materials and computer screen to accomplish work;

Constantly requires repetitive movement of the wrists, hands, and/or fingers;
