Job Summary:
This position provides supervision, oversight, coordination, training, and guidance with the design, development, daily maintenance, installation, and repair of the City’s potable and recycled water distribution systems, equipment, and related appurtenances. The incumbent must perform work safely, efficiently, and accurately. Performs manual labor and operates heavy equipment when needed. Communicates and cooperates with City personnel, public, vendors and contractors. The Lead Construction Operator works independently under the direction of Water Maintenance Supervisor and acts as the Water Maintenance Supervisor in the absence of. This position exercises advanced decision making and problem solving with independence within the framework of established policies, procedures and guidelines. Position is subject to supervision for callback, overtime, and weekend/holiday emergency call outs.

Essential Duties & Responsibilities:

Financial Responsibility:

Assist in development of Distribution Section annual operational and capital budget;

Assist in overseeing and execution of $4+ million dollar annual operating budget;

Personnel Management:

Function as the Water Maintenance Supervisor in their absence;

Oversee two direct reports in the areas of construction, installation, maintenance, and repair of potable and recycled water systems in accordance with citywide, State, and Federal policy;

Coordinate, supervise, train and assist assigned subordinates with work activities with potable and reclaimed distribution systems and equipment in accordance with Department and citywide policy;

Provide operational direction and mentoring to staff; provide assistance and support to supervisor with general oversight of special projects and operations;

Direct supervision of construction activities and subordinates under the Construction Section;

Conduct personnel evaluations and recommends/carries out discipline;

Operate a variety of equipment, machinery and tools used in department projects and activities, which may include a utility truck, dump truck, backhoe, vacuum excavator, forklift and / or other related equipment and hand tools.

Perform troubleshooting, installation, repair, testing and replacement of distribution system components;

Assign and determine priorities and resources of projects, monitor progress, assign work, ensure deadlines are met and recommend changes when needed;

Maintain records of project costs, materials/supplies, time, or other expenditures associated with work activities.

Work with supervisor and engineering staff to coordinate and schedule CIP projects, upgrades, and replacement of distribution system components;

Perform specialized, skilled, semi-skilled, and general maintenance and operations work to water production, distribution and treatment systems;

Assist crews, departments and others with regular maintenance and special projects; effectively and courteously communicate with supervisor, employees, other departments, public, outside agencies, or other individuals or groups;

Perform and oversee general cleaning / maintenance tasks necessary to keep facilities, vehicles, equipment, and tools in operable condition; report faulty equipment;

Responsible to follow all state, federal and county regulations and guidelines in regards to right of way permitting, traffic control standards, and SWPPP policies and procedures; provide excellent customer service to both internal and external customers;

Responsible to keep neat, timely, and accurate records and computer entries, understand and follow written and verbal instructions, regulations and policies;

Follow all safety procedures and utilize safety equipment to ensure a safe work environment;

Work independently and under the direction of immediate supervisor; perform other duties as assigned.

Job Specifications:

High school graduate or GED, Associate or bachelor degree preferred;

Five (5) years of experience in water distribution/construction or closely related field; or any combination of experience and/or training which provides the knowledge, skill and abilities sufficient to perform the essential duties.

Knowledge, Skills & Abilities:

General knowledge and experience of management and supervisory techniques, principles and practices; ability to establish and maintain effective working relationships with respect to subordinates, other city personnel and the public;

Advanced knowledge and ability to assist, provide guidance and lead general activities related to the installation, maintenance, operation and repair of water system infrastructure;

Advanced knowledge of hydraulics, flow and processes of water distribution systems; have the ability to troubleshoot advanced system flow and pressure problems;

Advanced understanding of water system. Ability to read and interpret blue prints, maps and plans;

Advanced understanding of line locating and one-call rules and ability to perform line locations;

General knowledge of pumps, wells, and Supervisory Control and Data Acquisition (SCADA) systems; have ability to assist and troubleshoot in operation and maintenance of related equipment;

General knowledge of cross connection control and backflow prevention; have ability to identify cross connections;

General knowledge of safety standards and procedures. Ability to identify and perform safe working practices for self and team;

General knowledge of emergency and disaster response procedures; Ability to follow and execute emergency assistance when called upon;

Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech; prepare, receive, complete or approve various forms, reports, and correspondence; communicate orally and written with management, supervisors and co-workers with respect and integrity in a pleasant, professional and courteous manner;

Must have strong organizational skills and the ability to effectively establish priorities and complete multiple, competing and time-dependent projects with strong attention to detail;

Ability to regularly plan, set up, and attends meetings, functions, and events, sometimes after hours; must be willing to attend classes in related fields to enhance skills and knowledge; this includes continued learning of management and supervisory techniques;

Ability to establish and maintain effective working relationships with Department and City personnel, City officials and the general public; display an attitude of cooperation and the ability to work well with others as a team;

Must be tactful, discrete, and diplomatic as well as be assertive, resilient, have problem solving ability, and take orders/direction;

Ability to perform advanced mathematical computations to perform dosage formulae, volume equations, pressure calculations, and flow formulae;

Understanding and ability to effectively operate computers, software and related operating systems/platforms.

Required Technical Skills:

Computer Skills –

Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)

Asset management (IPS), SCADA, GPS, GIS, Vitals, and related work management software platforms;

Understanding of Continuous Process Improvement; root cause analysis, process and project management;

Must have understanding of management concepts involving collaboration, communication, coordination; team building and relationship management;

Storm Water practices, regulations, and requirements;

Line locating regulations, methods and procedures;

Compliance with annual continuing education and certification requirements;

Drinking water system regulations, policies, and practices;

Working knowledge of applicable safety regulations; including Traffic Control, Confined Space and Excavation;

General Knowledge of HR Policies.


Must hold and maintain a valid State of Idaho driver’s license and safe driving record;

Must have and maintain a valid State of Idaho Class III Water Distribution;

Must have or obtain a Class II Water Treatment Operator’s License within eighteen (18) months of hire;

Must have a Class A Commercial Driver’s License within the State of Idaho within one year of hire;

Must be Incident Command System (ICS) 100 & 200 certified within one year of hire;

Must have Responsible Person training and SWPPP Certification within one year of hire.

Work Environment and Physical Demands:

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The noise level in the work environment is often or sometimes loud;

Occasionally works in highly precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, vibration, insect and biological hazards;

Must be capable of walking, climbing, and bending without undo strain;

Constantly requires driving a motor vehicle or maintenance equipment;

Occasionally is exposed to risk of electrical shock;

Requires lifting and moving up to 60 pounds and occasionally lifts and/or moves more than 100 pounds;

Occasionally may require assisting with and/or attending Department/City sponsored special events or activities, sometimes after hours;

Must be able to be on call weeknights, weekends and holidays;

Travel Requirements

Local travel is occasionally required via city vehicle;

Some in state and out of state travel may be required for training.
