Job Summary:
This position is responsible for the maintenance and operations of the City of Meridian’s Wastewater Resource Recovery facility, sewer collection system, and recycled water system ensuring compliance with all federal and state environmental requirements. The Wastewater Plant Operations Manager provides leadership, direction, and supervision of the treatment plant facilities, staff, equipment, and operational processes. The WWTP Operations Manager functions as the substitute Responsible Charge Operation (RCO) in the operation, maintenance, and repair of the City’s wastewater treatment facilities and collections system and reports to the Wastewater Superintendent. This position exercises complex decision making and problem solving with considerable independence within the framework of established policies, procedures and guidelines. This position requires broad knowledge of wastewater treatment practices and principles, personnel management, and experience in the design, construction, operation and maintenance of wastewater treatment, collection and reclamation facilities.

Essential Duties & Responsibilities:

Direct operation and maintenance of the Wastewater Treatment Plant and recycled water production system in accordance with Federal, State, City, County and plant rules, regulations, policies and procedures;

Function as the secondary Responsible Charge Operator (RCO) for the Meridian WRRF and collections system including preparation and completion of the monthly DMR report;

Manage and oversee the organization, staffing, and operational activities for the Wastewater Operations section including assuming responsibility for critical decisions regarding coordination of plant operation, maintenance, repair, troubleshooting, data management, operational changes, and scheduling;

Manage and oversee the organization, staffing, and operational activities for the Wastewater Maintenance section including assuming responsibility for critical decisions regarding coordination of plant and lift station maintenance, repair, troubleshooting;

Serves as the backup manager in the areas of Collections, Laboratory, and Pretreatment which requires substantial working knowledge of these disciplines;

Direct the operation and maintenance of the City’s reclaimed water production system;

Direct complex, advanced Class IV process control operations to ensure effective functioning of facilities;

Analyze operations and lab data to initiate process control changes to ensure treatment effectiveness and compliance with permit requirements;

Review plant records, operating reports, and technical data to monitor efficiency of plant process control and equipment maintenance;

Accountable for the Wastewater Treatment Plant’s overall compliance with state and federal environmental regulations and discharge monitoring permit criteria including NPDES compliance, biosolids, air, and reclaimed water;

Accountable for tracking, maintaining, and retention of records related to facility permit compliance;

Develop and maintain spreadsheets and databases to track for compliance, operational efficiency and performance of the plant;

Create reports related to operational process trends and compliance status including statistical analysis, graphing, and technical memos;

Inspect plant operations to ensure that equipment is performing at optimal efficiency; ensure that proper maintenance and servicing is performed on all facility equipment;

Develop asset management plans and ensure maintenance activities on infrastructure are completed to comply with federal permit guidelines;

Apply working knowledge of the operation and servicing requirements of pump motors, electrical machinery, mechanical equipment, and control equipment commonly related to wastewater treatment and collection;

Manage parts inventory used in operation and maintenance of the treatment plant;

Confer with engineers and consultants on master plans, plant design, equipment needs and special projects;

Ensure projects are carried out according to plans and procedures. Coordinate and manage special projects, studies, reports and programs as well as on-site activities of multi-department and multi-agency representatives;

Review, interpret, and provide constructive feedback on blueprints, technical memoranda, proposals, equipment manuals, and SCADA control programming;

Research industry best management practices, trends, benchmarks, new and innovative processes, and regulatory requirements;

Meet with engineers, technicians, contractors and consultants for facility planning, design, construction and startup of new processes and equipment;

Participate in the engineering and development of new technologies for wastewater treatment and long-term facility planning needs;

Perform financial management of significant capital assets and budgets. Develop, administer and manage annual capital and operational budgets; monitor and authorize purchases and plant expenditures; code invoices; maintain asset records; write requests for proposals; evaluate competitive bids;

Develop short- and long-range goals and objectives;

Develop and deliver oral and written progress reports to the City Engineer, Public Works Director, City Council, Mayor, and general public;

Respond frequently and in a timely manner to citizen complaints regarding processes and operations. Initiate proactive steps to inform the general public, particularly local residents, of corrective measures being taken to reduce noise and odor from the plant. Answer public inquiries regarding operations and ensure that plant tours are conducted. Cooperatively and jointly work to provide quality, seamless customer service;

Serve on committees and attend meetings as directed;

Perform all managerial activities in alignment with the City of Meridian’s Human Resource policies and procedures; including hiring performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment;

Prepare and deliver performance evaluations, development and work plans to staff members;

Prepare employee shift and on-call schedules and assist with coordinating the maintenance schedules;

Assist in administration of the division’s training and safety programs;

Develop appropriate Standard Operating Procedures (SOP’s) for division processes;

Develop and maintain emergency and security management systems;

Deliver technical presentations to a wide audience;

Develop and provide and/or deliver operational process training;

Perform other duties as assigned.

Job Specifications:

Bachelor’s degree or equivalent in environmental science, civil engineering, chemical or biological science, and 5+ years of progressively responsible technical wastewater treatment facility operation and maintenance experience at a large, advanced facility; or any equivalent combination of education and experience sufficient to perform the essential duties of the position;

5+ years of experience implementing NPDES, reclaimed water, air, bio-solids, and pretreatment regulations;

5+ years of supervisory experience;

Requires strong verbal and written communication skills.

Knowledge, Skills & Abilities:

Advanced knowledge of methods, practices, and techniques used to operate a large wastewater treatment and collections system;

Advanced knowledge of wastewater system operation, maintenance, and regulatory requirements including NPDES and Reclaimed Water regulations;

Requires strong computer skills to include working knowledge of Microsoft Office suite and SCADA;

Advanced knowledge of emergency response procedures and disaster response; have ability follow and execute emergency assistance when called upon;

Knowledge of the operation and maintenance requirements of pumps, motors, electrical machinery, mechanical equipment, and control equipment;

Ability to work well with others, establish strong working relationships, and use tact and diplomacy in communications with staff members and the public;

Working knowledge of potential hazards and applicable safety regulations, safe work practices, and required safety equipment;

Skill in effectively planning, developing, scheduling, assigning, coordinating, and evaluating operation and maintenance programs, activities and personnel;

Ability to work effectively with engineers, consultants, and contractors;

Ability to work effectively with local, state, and federal permitting and regulatory agencies;

Ability to effectively direct the activities of Division staff in a manner which will accomplish program objectives;

Ability to train and evaluate staff in the skillful and safe operation of maintenance equipment;

Ability to maintain records and prepare activity reports;

Licensing:

Must possess or have the ability to obtain an Idaho Class IV Wastewater Treatment and an Idaho Class IV Collections Licenses within 1 year of hire;

Possession of Idaho Laboratory Class I or higher license is preferred;

Must hold a valid State of Idaho driver’s license and possess a safe driving record;

Must be able to attend and complete all required safety training requirements and certifications including but not limited to: confined space entry, CPR/AED, ICS, fall protection, and flagger/traffic safety.

Work Environment and Physical Demands:

While performing the duties of this job, the employee works in an office environment while sitting at a desk for intermittent periods of time. The noise level is usually quiet in the office and moderate to loud in the field;

This position requires occasional fieldwork; the employee is exposed to outdoor weather and industrial type noise conditions;

Frequently works near moving mechanical parts and in outside weather conditions;

Occasionally works in high precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals and vibration;

Climbing and bending at the waist, crawling, kneeling, reaching, pushing, pulling and working at heights;

Reaching overhead, above the shoulders and horizontally;

Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;
