Job Summary:
The Land Development Supervisor is responsible for overall supervision, coordination, and daily administration of all Land Development Section activities within the City of Meridian. These duties require the application of skills and knowledge in connection with federal, state and local development law, civil engineering, mapping, geographic information systems (GIS), and the overall development process. Work is generally broad in scope and requires the use of independent judgment and accuracy in making technical decisions. Frequent contact with the public, developers, consulting engineers, contractors, City departments and other governmental agencies is a critical function of this position. The Land Development Supervisor collaborates in the formulation of the Community Development Departmental budget, and Departmental policies and procedures related to municipal building and land development functions. This position directly supervises the Civil Engineering Plans Examiner staff, the Addressing Technician staff, and the Land Development Support Specialist staff. Work is performed under the general supervision of the Community Development Director.

Essential Duties & Responsibilities:
Assist the Community Development Director in the development, implementation, and administration of performance objectives, policies, processes and priorities for the Land Development Section;

Assist the Community Development Director in identifying and implementing opportunities for improving service delivery methods and procedures;

Assist in the development and implementation of the Development Services Division budget;

Assign work or areas of work to principle subordinates;

Oversee the administration and of the Development Surety program;

Oversee the administration of the city’s Street Naming and Addressing program;

Oversee the administration of the Land Development infrastructure review program;

Establish Key Performance Indicators (KPI’s), and monitor those indicators to ensure that the Land Development Section’s performance levels are within expectations;

Prepare periodic reports for functional areas of responsibility;

Frequent contact with the public, developers, consulting engineers, contractors, builders, City departments and other local agencies regarding technical land development topics;

Prepare and conduct performance evaluations of Land Development staff regarding work quality, quantity, productivity and customer service; identify and make recommendations for areas of improvement;

Recommend hiring, performance management, corrective action and termination of subordinate personnel;

Occasionally represent, or designate subordinate representation of the Land Development Section at pre-application and pre-construction meetings for new developments;

Collaborate with Planning Division personnel in the preparation of staff reports and recommendations for City Council and Planning & Zoning Commission meetings;

Occasionally represent, or designate subordinate representation of the Land Development Section at Planning & Zoning Commission and City Council meetings;

Review agreements and other evidence of satisfaction to meet conditions of Council action, and make recommendations to the City Engineer and City Clerk for the execution of subdivision plats;

Assist the Community Development Director as required to accomplish the goals of the Community Development Department;

Perform other duties as assigned.

Job Specifications:
High school diploma and at least two (2) years of college or technical training school, with specialization in subjects related to the field of civil engineering, and a minimum of five (5) years of extensive field and office experience in public works, surveying, design, drafting or inspection of a civil engineering nature; Must have excellent understanding of subdivision platting requirements and procedures; Minimum of three (3) years’ of demonstrated supervisory experience; Or, any equivalent combination of experience, education, and training which provides the knowledge, skills and abilities necessary to perform the work.

Knowledge, Skills & Abilities:
Requires a working knowledge of civil engineering, public works, water and sewer line design principles and construction methods;

Must have thorough knowledge of legal descriptions of land parcels;

Good knowledge of Computer Aided Design and Drafting (CADD), and Geographic Information Systems (GIS) software is desired;

Must possess considerable knowledge of, and compliance with, current City policies, ordinances, current Water Master Plan, Wastewater Facility Plan and Public Works Department Standards Specifications and Drawings, sanitary sewer main design and domestic water main design and construction practices;

Must have strong leadership skills;

Must have proven strategic management, performance coaching and communication skills;

Extensive understanding of Federal, State, and City ordinances related to land development and their application, is required;

Thorough understanding of common business HR practices and procedures and knowledge of HR-related statutes affecting municipalities is preferred;

Must be able to interpret maps, charts, building and engineering drawings in order to capture relevant data;

Must be able to interpret legal descriptions of land parcels;

Requires the ability to effectively delegate, direct and review the work of subordinate staff.

Work Environment and Physical Demands:
Work is performed primarily in an office environment with moderate noise level, however some outside site visits will be required;

The employee in this position is frequently subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes and is occasionally subject to outside environmental conditions. The position also requires sufficient personal mobility and physical reflexes which permits the employee to function in the general office environment to accomplish tasks;

Constantly requires sitting at a desk for long periods of time, up to 8 hours, and the ability to lift up to 20 lbs.;

Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;

Constantly requires repetitive movement of the wrists, hands, and/or fingers.

Must hold and maintain a valid Idaho Driver’s License and have a good driving record;

Travel Requirements
Local travel is occasionally required.
