Job Title: Network AdministratorDepartment: Information TechnologyReports To: Infrastructure & Security ManagerOpen Date: January 12, 2023Close Date: Open Until Filled, First Review Date February 13, 2023Salary: $6,811.35 per month Job Summary: Under the direction of the Infrastructure & Security Manager the Network Administrator will design, implement, administer, and support local and wide area network (LAN/WAN) systems for the City’s various departments and locations to provide a secure, robust, reliable, redundant, and scalable communications platform for the City. Essential Duties & Responsibilities:Designs, implements, administers, monitors, and supports integrated network architectures, including LANs, WANs, and internet communications;Plans network expansion, enhancements, and modifications to existing network architecture;Installs, configures, maintains, and troubleshoots network equipment;Researches, evaluates and recommends network technologies to support business requirements;Designs, implements, and administers wireless systems (Wi-Fi, Point-to-Point, and Cellular);Manages dedicated network infrastructure for SCADA systems, including remote cellular and wireless connectivity;Participates in the design, bidding, and construction process of network infrastructure projects such as city-owned conduit and fiber optics; Assists in preparing the budget by researching costs of software and hardware, developing strategies for deployment, creating criteria to measure options, and reducing costs where applicable;Develops and maintains standards, documentation, diagrams, and procedures for network systems, including wiring, equipment, configuration, and security;Provides technical expertise on network problems, troubleshooting, and resolution;Keeps backups of various network devices, including firewalls, routers, switches, wireless controllers and devices;Arranges and performs scheduled upgrades and patches for network related devices;Designs, implements, and administers network security, including; firewalls, router ACLs, VLANs, anti-virus, web filtering, and securing internet connections;Administers Access Control systems for badging and building security, supports security system equipment;Configures and maintains VPN technologies to support various connection options for sites, partners, and employees working remotely;Manages and maintains voice over IP (VoIP) telecommunications system, including technologies used alongside it: PRI, SIP, analog, e-fax, and other technologies;Installs, manages, and maintains data cabling, including copper and fiber;Configures and administers video management systems for security or other business needs;Assists in developing, implementing, testing and maintaining disaster recovery plans;Supports tenant improvements and new facilities by working with project manager to plan for network and technology needs;Troubleshoots, and maintains server software and applications; Manages, and troubleshoots backup systems including software and power;Manages and maintains SAN storage systems;Manages Microsoft Active Directory infrastructure;Assists in developing citywide network and computer operations policies regarding practices, procedures, authority levels, emergency and similar procedures;Performs system administration duties on database, application, and other servers including install, debug, maintain, upgrade, and general support;Evaluate, test, and deploy all software and hardware upgrades to the server infrastructure;Supports networking and configuration needs of various IoT devices;Takes a technical lead on special projects;Serves as tier-3 user support to resolve complex end-user computing issues;Acts as a technical resource in assisting users to resolve problems with specialized and dedicated technology systems; implements solutions or seeks outsource providers as required;Communicates with others on network and related activities or projects;Performs all work duties and activities in accordance with City policies, procedures and safety practices;Provides back-up support to the Systems Administrator and other staff as assigned;Interfaces with vendors for procurement & maintenance of IT infrastructure;Works closely with the IT team to provide end-user support and issue resolution;Maintains up-to-date knowledge of emerging server tools and technologies;Provides emergency 24/7 support and management of servers, network equipment and software applications;Other duties as assigned.Job Specifications:Bachelor’s Degree in Computer Science, Information Technology, or related field; and five (5) years’ experience working with networks, servers, project management and/or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work;CCNA certification or equivalent experience or training;Project Management understanding of concepts or training;Must display an attitude of cooperation in performance of work assignments, including initiative, adaptability, flexibility, problem solving, organization, time management, decision making, resiliency, proactive engagement with co-workers and clients;Must be able to work after business hours including occasional evenings, nights, weekends, and holidays as needed;Must be able to be on call 24/7 on a rotational basis.Knowledge, Skills & Abilities:Knowledge of principles, practices, hardware and software related to the establishment and maintenance of internal networks, LAN’s, WLAN’s, and WAN’s; Knowledge of network design, configuration of devices, implementation and related networking concepts including principles, practices and technical aspects of networking;Firm understanding of OSI model, routing concepts and protocols, network design, VLANs;CCNA, CCNP, or equivalent training and/or experience;CWNA certificate or equivalent training, understanding of RF concepts, licensed and unlicensed frequencies and equipment installation and maintenance;Knowledge of Virtual Private Network configuration and design, concepts and principles;Understanding of firewall configuration, concepts, principles, and practices;Knowledge of VOIP telecommunication system concepts, principles and practices;Understanding of DNS and DHCP; Knowledge of DR Site planning, Data Center Relocation;Understanding of SCADA systems and concepts;Understanding of computer hardware, software and peripherals; servers, network devices or systems, UPS’s and other infrastructure;Knowledge of procedures for installing, configuring, upgrading, troubleshooting and repairing applicable software, hardware and peripherals; and techniques for explaining technical concepts and procedures to non-technical users;Understanding of technical tools to support existing equipment and protocols including but not limited to: data cabling termination tools, packet sniffer, network monitoring tools, spectrum analysis tools;Understanding of principles and techniques of system analysis, design and implementation;Knowledge of documentation and record-keeping techniques;Understanding of copper, wireless, and optical networking media and equipment and best practices for handling, use, and transmission length; Strong communication and documentation skills, including English grammar and punctuation;Willingness to foster a team environment and maintain a professional demeanor at all times;Understanding of network and domain security such as ACLs and GPOs;Knowledge of DMZ best practices.Work Environment and Physical Demands:Work is performed primarily in an office environment with moderate noise level;Occasionally work environment will include outdoor weather conditions, extreme temperatures, with areas of dust, odors, etc.;Requires sitting at a desk or computer terminal for long periods of time and ability to lift up to 60 lbs.;Requires clarity of speech and hearing, which permits the employee to communicate effectively;Requires clear vision to read printed materials and computer screen to accomplish work; Requires repetitive movement of the wrists, hands, and/or fingers;Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.Travel Requirements:Local travel is required.
