Ensures that financial and budgetary processes are effective and in compliance with statutory provisions and administrative policies. Oversees the various professional, technical, financial, and budgeting functions requiring application of generally accepted accounting/auditing principals and standards for governments and private industry and duties requiring application of budgeting theory, principals, and practices. Supervises professional and/or support staff. As a member of the Finance Management team, the Budget Manager will serve as a credible, knowledgeable, and trusted resource to the Chief Financial Officer and other Finance managers. Participates in the design, modification, and implementation of financial systems. Performs various professional financial duties. Prepares, analyzes, and audits financial records and systems and prepares reports of findings and make recommendations. Researches and analyzes data for accuracy, trends, and variances to ensure that acceptable business practices and procedures have been followed and that federal, state, and local laws and regulations have been followed.Essential Duties & Responsibilities:Lead’s Budget division staff by hiring, managing, directing, coaching, training, supervising and documenting performance of department staff;Conducts annual performance reviews of subordinate staff and follows City progressive discipline processes as applicable;Monitors work flow, reviews and evaluates work products, methods and procedures of the employees within the Budget division;Develops, implements, and maintains the Budget division goals, objectives, priorities, policies, procedures, and work plan, ensuring that established goals and priorities are achieved;Monitors customer service levels for the Budget division and ensures staff are providing premier service to internal and external customers;Leads by example, demonstrating the CARE values and implementing the department mission;Establish positive working relationships with representatives of community organizations, state/local agencies, City management and staff, professional organizations, and the public;Manage the City’s annual budget development process; including but not limited to; preparing annual budget schedule, budget development manual, schedule, forms, executive and legislative budget books and public budget documents;Maintains budget in accounting system including preparation of budget to actual reports, amendment preparation and tracking, and forecast budget to actual;Provides consultation related to information technology issues in order to support department requirements;Prepares special research requests and special reports at the request of the Chief Financial Officer, City Staff, City elected officials, and the public;Manages the City’s annual priority based budgeting process; including but not limited to; preparing annual schedule, providing training and direction to city staff; administration of priority based budgeting software, data entry, and the coordination and facilitation of the annual priority based budgeting process with all citywide departments;Prepares other operational analytical and statistical reports as requested and prepares and updates public informational materials related to Budget division;Prepares and presents oral and written reports to Elected officials, City Leadership, City staff, and the public;Ensures City meets transparency goals with preparation and publication of reports and transactions;Participates as a member of City’s Committee/Commission as assigned by Chief Financial Officer or Elected Officials;Updates Chief Financial Officer on issues or concerns and seeks guidance as timely as possible;Oversees all functions and the work flow related to responsibilities of Budget division;Develops and maintains systems supporting all functions related to responsibilities of the Budget division;Administers and complies with all policies governing Budget division functions;Establishes and audits all procedures related to responsibilities of the Budget division;Develops and maintains internal controls for all functions related to responsibilities of the Budget division;Develops training materials and learning opportunities for all City employees related to responsibilities of the Budget division;Advises, guides, and consults as a subject matter expert on all matters related to responsibilities of the Budget division;Researches, recommends, and implements improvements in practices and processes;Reads, writes, interprets, applies, and explains City ordinances, policies, rules, Federal and State regulations, procedures, generally accepted accounting principles (GAAP) and business best practices as necessary to City staff, Elected officials, and the general public;Ensures that all systems and documents are in compliance with City ordinances, policies, rules, Federal and State regulations, procedures, generally accepted accounting principles (GAAP);Maintains fee development models for each department; Prepares complex bank reconciliations;Prepares cash forecast for each fund and makes recommendations to maintain positive cash flow;Prepare complex cost analysis and forecasting for City growth, planning and modeling;Assist with the planning and management of the Impact Fee Committee;Performs monthly payroll reconciliations using the City timecard program;Understands and applies the City’s annual budget and strategic planning process and adheres to all policies related to budget development;Assists with the development of a tentative budget for the fiscal year for the Budget division;Executes assigned City-wide strategic plan objectives and tactics associated to the Budget division;Recommend goals, objectives, and tactics for adoption to the City-wide strategic plan associated with the Budget division;Performs other duties as assigned.Job Specifications:Minimum Bachelor of Science degree in Accounting, Finance, or Business Administration;Minimum of 2 years of experience in general ledger accounting for government;Minimum of 4 years experience in financial budgeting;Minimum of 2 years of supervisory experience; and/or any combination of experience and/or education demonstrating the necessary skills to successfully perform the duties of the position;Preferred CPA or CGFM certification.Knowledge, Skills & Abilities:Knowledge of pertinent Federal, State and local laws, and regulations;Knowledge in management and internal control systems;Knowledge of public administration;Experience developing, implementing, and monitoring policies and procedures;Experience in planning and strategic management;Knowledge of computerized accounting systems at an advanced level and experience using personal computers to enter, retrieve, and edit spreadsheets;Knowledge of the preparation and presentation of reports containing financial and non-financial information along with experience preparing and presenting oral and written reports in a clear and concise manner;Knowledge of records administration and maintenance techniques and procedures;Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar;Knowledge sufficient to operate standard office equipment including computer, copier, fax machine and postage machine;Knowledge of Generally Accepted Accounting Principles (GAAP), Generally Accepting Auditing Standards (GAAS), Governmental Accounting Standards Board (GASB), and Generally Accepted Government Auditing Standards (GAGAS) at an advanced level;Knowledge of financial and fund accounting best practices at an advanced level;
