Job Summary:
This position provides professional, technical, administrative and logistical support to the City’s Commissions, Committees and the City Clerk. The Commissions and Committees Coordinator provides support to primarily the Meridian Arts Commission and Historical Preservation Commission operations. This person also serves as the event coordinator for the exhibits, shows and events they sponsor. This includes preparing and publishing meeting agendas and minutes, facilitating the selection of artists and exhibition of artwork in the City’s art gallery, managing public art projects and coordinating logistics for outdoor concerts, and other events. Additional duties include acting as a contact point for employees, citizens, commissions and others regarding Meridian Arts Commission and Historic Preservation Commissions projects. Maintains file systems, performs research, correspondence, public relations and other duties as assigned.
This position works under general supervision, but exercises some discretion in the performance of duties. The work associated with the events must be completed within budget and in keeping with City policies and procedures.

Essential Duties & Responsibilities:
Attend all regular and special Meridian Arts Commission and Historic Preservation Commission meetings, handle meeting logistics and set up, prepare agendas, minutes and handouts; ensure that meetings are properly scheduled and noticed in accordance with Idaho law and City code and represents the City at these meetings as the Clerk of these Commissions;

Attend any committee or subcommittee meetings of the commissions as needed and/or required;

Provide administrative/event coordination and staff support for major events, including Concerts on Broadway, the Dairy Days Art Show, and Meridian Art Week: reserve venue, obtain appropriate permits, schedule Parks and Police staff; ensure contracts with vendors and performers are in place; prepare posters; publicize event using appropriate media; and attend the event to provide on-site support;

Provide staff support to MAC’s monthly art exhibits in Initial Point Gallery: prepare and distribute Call to Artist; collect, copy and present proposals to MAC for jurying; notify artists;
ensure that contracts with artists are in place; schedule and manage installation and removal of artwork from gallery by volunteers and/or City staff; schedule and plan monthly reception;

Provide staff support to MAC in its sponsorship of children’s theater opportunities: engage and ensure contracts are in place with vendors; contribute to publicity/advertising; aid in reservation of audition space, and rehearsal venues;

Provide staff support to MAC’s public art projects: prepare and distribute Call to Artists/RFP; assist in oversight of public input; schedule selection panel and special commission meetings as directed; prepare correspondence with applicants; schedule consultants; ensure completion of benchmark tasks; submit invoices for payment;

Provide staff support to MAC’s youth art programs: serves as a liaison between representatives in the arts, youth and education fields and the City for arts awareness and the promotion of youth and educational programming; coordinate and communicate with West Ada School District for their ‘Framed’ competition awards; coordinate with the Meridian Symphony Orchestra for their annual ‘Rising Stars’ awards; coordinate commissioners’ schedules to facilitate appearances at student art events; prepare certificates and awards; process awards and notify/collect required information from selected awardees, provide additional support to other special events as assigned by city leadership;

Provide staff support to HPC’s preservation efforts including workshops, marketing, programming, and communications with City staff, primarily in Planning and Community Development;

Prepares recommendations on cultural program development and provides a line of communication between City staff, commissions, committees, community groups, educational organizations, libraries and governmental agencies;

Assists in the conceptual design of promotional materials and campaigns related to MAC and HPC; works with the Communications Manager to effectively determine recommendations for marketing campaigns; coordinates with various vendors to provide and/or maintain marketing;

Coordinates and/or performs various public relation activities, prepares oral presentations to community groups and speaking notes, annual reports, and scripts for commissioners and other City staff;

Provide miscellaneous and ongoing staff support to commissions: process invoices, prepare reports, correspondence; identify equipment and budgetary needs; respond to inquiries from the public regarding activities; provide clerical support for grant applications and awards; monitor and update website content as needed;

Prepare a tentative budget for the fiscal year for the Meridian Arts Commission and Historic Preservation Commission and manage the budget for said commissions;

Assist in organizing, monitoring, advancing and evaluating Commissions’ Strategic Plan activities, as well as, coordinates and facilitates the distribution of Strategic Plan updates and associated progress reports;

Prepares, coordinates, and helps facilitate the Commissions’ strategic planning process and strategic planning sessions;

Assist in managing and executing assigned City-wide strategic plan objectives and tactics;

Recommends policies and actions to the Commission(s);

Monitor City Clerk’s Office and Commissions’ generic email account and respond to citizen and public inquiries related to projects this position supports;

Compose letters, correspondence, and memos requiring independent judgment as to content;
Creates educational materials & procedure documentation;

Researches and compiles data from a variety of sources and prepares reports;

Schedule and coordinate arrangements for meetings, room reservations and conferences;

Responds to inquiries and researches issues;

Prepares and publishes meeting agendas including updates to the City website and takes, prepares, and distributes meeting minutes for all City commissions, committees and boards;

Responsible for recording the proceedings at the Meridian Arts Commission, Historic Preservation Commission meetings and any other commission meeting where present and acting as Clerk;

Tracks and monitors City Commission terms and appointments;

Handles sensitive and delicate public relations situations with a high degree of confidentiality and in a courteous, professional, and timely manner;

Researches and responds to citizen concerns and questions;

Prioritizes and organizes own work, to meet deadlines;

Assists in administering the City’s Records Management Policy and processes;

Works independently and under the direction of immediate supervisor;

Other duties as required by Idaho State Code and City Ordinance;

Performs other duties as assigned or needed.

Job Specifications:
Requires high school diploma; some college (Associate’s Degree or higher in public administration, history, art, business, finance, marketing, or closely related field) preferred;

Must have a minimum of 5 years work experience in an administrative assistant or coordinator role, or higher degree majoring in the arts and culture; at least one year experience in a City Clerk’s Office or similar preferred;

Requires stated experience/education or any combination of training and experience that develops skills and competencies necessary to do the job;

Must be proficient in Microsoft Office programs including Word, Excel, PowerPoint, and various other software;

Must have strong professional writing skills for writing reports, minutes, and other communication;

Previous event coordination experience preferred;

Must have demonstrated excellent oral and written skills to communicate effectively with customers, vendors, and the public in face-to-face meetings, one-on-one settings, in groups and in using a telephone;

Integrity in the performance of assigned tasks;

Must hold a valid State of Idaho Driver’s License and safe driving record.

Knowledge, Skills & Abilities:
Requires the ability to multi-task and manage time effectively;

Knowledge of Idaho Open Meeting laws preferred;

Principles of public art administration, project management and municipal financing preferred;

Requires strong customer service orientation and organizational abilities;

Must be able to effectively oversee multiple projects simultaneously, at different levels of completion, and be able to prioritize work effectively;

Ability to operate office equipment, i.e., computer, calculator, copier, fax machine and postage machine;

Knowledge of mathematics, sufficient to add, subtract, multiply and divide manually or by machine;

Must have exceptional organizational skills and the ability to effectively establish priorities and complete multiple, competing and time-dependent projects with superior attention to detail;

Ability to work effectively with frequent interruptions in a team environment as a team player;

Work Environment and Physical Demands:
Work is performed primarily at a desk in an office environment with moderate noise level using computer, telephone, etc.;

Consistently requires sitting at a desk or computer terminal for long periods of time;

Occasional work outside (such as for Concerts on Broadway) may be required;

Must lift up to 25 lbs. on occasion (moving artwork, food/beverage items, tables/chairs);

Constantly requires sufficient mobility to move around office environment;

Constantly requires ability to type and utilize other normal office equipment;

Constantly requires clarity of sight to read printed materials, computer screens, etc.;

Constantly requires sufficient hearing and clarity of speech to communicate effectively via phone and in person.
