Job Summary:
This position is responsible for performing skilled work in the daily operation, maintenance, and repair of the City’s Wastewater Collection System.


Essential Duties & Responsibilities:
•Operates a combination High Velocity Sewer Cleaner/Vacuum Truck to performs a full range of general maintenance and cleaning duties related to the City’s Wastewater Collection System; cleans and rods sewer mains and laterals; operates a high pressure rodder, manual power rodder, and hand rodder to remove debris from inside pipe; vacuums debris from lift stations and related structures;
•Operates closed circuit televising system (CCTV); televises underground sewer lines; identifies any signs of blockage/debris that may interrupt flow of the sanitary sewer; identifies major problems with pipes including cracks, damage, holes, and collapsed pipe; tests sewer systems for faulty connections or leaks as well as for illegal connections;
•Inspects and maintains assigned equipment and vehicles; performs safety checks and checks fluid levels of vehicles and equipment; inspects and maintains safety related equipment including air monitoring devices, signs used for traffic control, fall protection gear, and first-aid kits; cleans assigned vehicles and equipment;
•Performs work in confined spaces; performs necessary precautions prior to entering confined spaces with potential hazardous atmospheres; use air quality monitors and ventilators;
•Sets traffic control including safety devices, signs, and barricades; ensures safety of public and work crew;
•Monitors, cleans, and performs basic maintenance at sewer lift stations; performs basic pump repairs and general troubleshooting at sewer lift stations;
•Serves in emergency standby capacity; provides customer service and performs aspects of collection system maintenance and repair during afterhours periods including holidays and weekends;
•Provides courteous customer service; responds to questions and inquiries from the general public; responds to customer problems or complaints;
•Maintains records of basic operations, maintenance and work performed; maintains records related to the time and cost of jobs and man hours; inputs work activities into asset management program;
•Performs general custodial work;
•Performs other related duties as required by Collection Systems Manager or Wastewater Superintendent.


Job Specifications:
•High School diploma or equivalent;
•One (1) year of wastewater, sewer collections experience, or closely related field sufficient to perform the essential duties of the position.


Knowledge, Skills & Abilities:
•Must be able to work unsupervised in the operation and care of machinery and mechanical devices;
•Knowledge of safety practices including traffic safety, confined space entry, and PPE use;
•Prefer to have basic knowledge of operation and maintenance of various types of sewer pipe line cleaning and inspection equipment;
•Prefer to have basic knowledge of the U.S. EPA's Capacity, Management, Operations, and Maintenance (CMOM) and NPDES regulations;
•Basic proficiency with the Microsoft Suite of programs including Microsoft Outlook, Word, and Excel;
•Ability to read and interpret plans and sewer maps;
•Must be able to work all shifts, weekends and holidays;
•Must display an attitude of cooperation and the ability to work well with others;
•Ability to work effectively with mechanical equipment, ability to recognize equipment failure and to act in an emergency, and skill in the use of hand tools and equipment;
•Ability to maintain daily operations logs and documentation;
•Ability to keep excellent records maintains good rapport with the public, and fellow employees;
•Ability to communicate with management, supervisors, and co-workers with respect in a pleasant, courteous manner;
•Integrity, in the performance of assigned tasks;
•Knowledge of emergency response procedures and disaster response; have ability follow and execute emergency assistance when called upon.


Licensing and Certification:
•Must hold a valid State of Idaho driver’s license with a good driving record;
•Must be able to obtain a Class A CDL License with a tanker endorsement within 120 days of hire;
•Must have or be able to obtain a Class I Idaho Collections License within 1 year of hire;
•Must have or be able to obtain NASSCO PACP certification within one (1) year of hire;
•Must be able to attend and complete all required safety training requirements and certifications including but not limited to: confined space entry, CPR/AED, ICS, fall protection, and flagger/traffic safety.


Work Environment and Physical Demands:
•Routinely requires lifting and moving up to 75 pounds and occasionally lifts and/or moves more than 100 pounds;
•Must be able to read, write, and speak English;
•While performing the duties of this job, the employee regularly works near moving mechanical parts and outside in various weather conditions. The noise level in the work environment can be loud;
•Periodically works in an office environment while sitting at a desk for short periods of time;
•Occasionally works in precarious places and is often exposed to wet and/or humid conditions fumes or airborne particles, toxic or caustic chemicals and vibration;
•Constantly requires driving a motor vehicle or maintenance equipment;
•Occasionally is exposed to risk of electrical shock;
•There is potential for exposure to biological hazards while performing the duties of this position.


Travel Requirements:
•Local travel is required, using City vehicle;
•Regional travel is required on occasion for training.
