Job Summary:
The Plan Review Supervisor performs a broad scope of building services administrative functions and processes under the supervision and direction of the Building Official. Duties include supporting the processing of all building application and plan submittals for the purpose of obtaining a building permit in the City of Meridian. This role directly supervises all City plan review positions and daily activities, and performs performance evaluations. The incumbent coaches and trains direct reports and supervises the plan review processes and documents using the City’s enterprise software and other resources. The incumbent works with a moderate degree of independence within a scheduled routine, using good judgment and initiative. The position requires the incumbent to work effectively with a wide range of people including elected officials, co-workers, contractors, builders, business owners, homeowners, commercial real estate agents, design professionals and the general public. The incumbent shall demonstrate significant knowledge of commercial, industrial, and residential construction materials and methods; building permit procedures, and plan review procedures/practices to verify minimum code compliance, accessibility (ANSI A117.1) and International Building Code review compliance, Planning & Zoning review collaboration, and have the ability to maintain accurate office files, and records. The position will recommend Building Section budgets for staffing levels, training and development. This position will also perform comprehensive commercial and residential plan review as may be necessary to assist staffing and customer service levels.

Essential Duties & Responsibilities:
Coordinate plan review enterprise software work flows and communicate effectively with Professional Service Agreements (PSA) which includes mechanical, plumbing and fire disciplines for minimum code compliance and effective plan review timelines;

Track timelines of the Building Section plan review activities for all projects within the City’s enterprise software;

Communicate with Building Official to resolve areas of concern identified in plan review;

Collaborate with the Building Official to recommend changes to the language of the Professional Services Agreements and write addendums of the Professional Services Agreements if necessary;

May prepare analysis of City of Meridian’s fees in comparison to other Treasure Valley jurisdictions and present recommendations to the Building Official;

Responsible for timely workflow routing for all commercial project submittals, resubmittals and plan modifications;

Support the permit counter with pre-screening commercial project submittals through city software;

Recommend new process for Building Section plan review checklists, help documents, and work flows for all submittal types;

Collaborates with the Building Official and the inspection team related to plan review and field questions, concerns, or changes;

Effectively creates a process to reduce resubmittals for field changes and plan modification through effective collaboration with the Building Official and the inspection team;

This position will develop, implement and maintain an “over-the-counter” plan review process to provide exceptional customer service and reduce timelines;

Trains, coaches, mentors all plan review staff. Promotes the “Meridian Way”;

Schedules regular meetings with plan review staff and Building Official for enhanced communication and premier process development;

Provides plan review timelines to the Building Official as requested;

Perform comprehensive commercial and residential plan review as may be necessary to assist staffing and customer service levels;

Collaborates closely with the Building official and others in formulating recommendations for new code adoptions and local amendments;

Assists Building Official to monitor the issuance and tracking of all Temporary Certificates of Occupancy and their contingencies;

May at times provide back-up support to the Building Official for posting of Stop Work or Not Approved for Use & Occupancy notices;

Write project status reports and provide recommendations to the Building Official on projects that are problematic in gaining closure and issuance of Certificate of Occupancy;

Represent Community Development – Building Section at various public outreach events;

Collaborate with the Building Official and Permit Technician staff in the verification of permit valuation and reporting. Verify all initial project valuations through the plan review process;

Provide professional technical code consulting at the front counter, meeting with design professionals and others in pre-design and pre-application meetings as requested as well as via telephone, email and in person;

Respond to citizen questions and comments in a courteous and timely manner;

Establish cooperative working relationships with all city/contract building inspectors, other City departments and applicable public agencies;

Keep Building Official and others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

Attends meetings representing Meridian Building Services in the absence of the Building Official. And provides back-up support to the Building Official only as may be required for coverage during times of absence or unavailability of the Building Official for a variety of reasons;

Keep current on principles practices and new development in assigned work areas through meetings, conferences, workshops, training, reading materials, etc.;

Maintain International Code Council certifications through acquiring required CEU’s and monitors the plan review staff to maintain current certifications;

Recommends plan review staff training, to include obtaining additional certifications and testing;

Performs other duties as assigned;

Direct oversight and supervision of plan review staff performing building, electrical, and mechanical plan review. This shall include hiring, training, and performance evaluations; recommends personnel actions to Building Official; and works with employees to identify and improve performance problems;

Recommends and creates plan review checklists for consistency and predictability of process;

Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for the plan review programs; and implements policies and procedures;

Provides onsite and special training regarding plan review techniques; coaches and trains employees in meeting individual performance standards; evaluates individual learning plans and applicable training; and assigns and monitors the training of new employees;

Supervises the coordination of the issuance of building permits with the current planning section and permitting section and, monitors the completion of design, zoning, and land use plan reviews required prior to permit issuance;

Evaluates procedures and activities of assigned responsibilities; recommends improvements and modifications; and prepares various reports on inspection or plan review activities;

Supervises the review of residential construction plans and the non-structural review of commercial and industrial plans by the plans examiners for code compliance;

Coordinates with the City’s “Structural Consulting Engineers” for the performance of the structural plan review of commercial, residential and industrial plans and structural calculations.

Job Specifications:
High school graduate or GED; two years of college in business administration, architecture, engineering, or related field, or a Certificate of Achievement in Building Inspection Technology from an accredited college, or construction management; minimum of five years’ experience performing commercial and residential plan review, and/or Inspection, and/or supervisor experience; or any equivalent combination of experience, education and training which provides the knowledge, skills and abilities necessary to perform the work;
Current International Code Council (ICC) certifications as follows:

International Code Council (ICC) Building Plans Examiner desired at time of hire, required within 12 months of hire date;

International Code Council (ICC) Residential Building Plans Examiner desired at time of hire, required within 12 months of hire date;

International Code Council (ICC) Accessibility Plans Examiner desired;

International Code Council (ICC) Commercial Energy Plans Examiner desired;

International Code Council (ICC) Residential Energy Plans Examiner desired;

International Code Council (ICC) Residential Building Inspector desired;

International Code Council (ICC) Commercial Building Inspector desired;

International Code Council (ICC) certification as Certified Building Official desired.

Knowledge, Skills & Abilities:
Must have substantial knowledge of concepts, materials and terminology related to building construction and installation;

Substantial knowledge of all applicable Federal, State and City codes, rules and regulations, including the International Codes and energy is required;

Must have knowledge of computer applications, business and engineering mathematics, general office practices and record keeping principles and procedures;

Requires ability to interpret and apply appropriate methods, practices, procedures, codes and regulations;

Must have the ability to explain codes, interpret construction plans and utilize independent judgment when interacting with engineers, architects, developers, property owners and the public;

Ability to prepare and present accurate and reliable reports containing findings and recommendations is required;

Must be able to learn quickly and adapt to changes brought by technology and information;

Experience performing plan review and/or supervisory level work in plan review, processing, and examination of building plans and documents.

Work Environment and Physical Demands:
Most work is performed in an office environment with moderate noise level. The employee is primarily subject to inside environmental conditions which provide protection from weather conditions but not necessarily from temperature changes, and is sometimes subject outside environmental conditions with temperature changes and potential personal hazards;

Constantly requires sufficient vision to enable the employee to inspect existing building or on-going work under conditions encountered on construction sites;

Constantly requires sufficient manual dexterity which enables employee to utilize personal computers, telephones and related office equipment and to work around construction equipment;

Constantly requires sufficient personal mobility and physical reflexes which enables the employee to work in an office as well as visit construction sites throughout the City and to climb, crawl in tight places and otherwise move through and around construction sites;

Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively.

Travel Requirements:
Occasional local travel is required using City-owned vehicles.
