Job Summary:
Technician I: This position is responsible for performing skilled work in the daily operation, maintenance, and repair of the City’s Wastewater Collection System.


Technician II: The Collection System Technician II is an advanced, journey level position responsible for performing, coordinating, and overseeing the skilled work in the daily operation, maintenance, and repair of the City’s Wastewater Collection System. This position makes critical decisions and recommendations that carry a significant level of responsibility and have the potential to significantly impact the collections system repair schedule and maintenance. In addition, this position may serve as lead worker on small crews, as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.


Senior: The Senior Collection System Technician is a highly skilled, master level position responsible for performing, coordinating, and overseeing the technically skilled work in the daily operation, maintenance, and repair of the City’s Wastewater Collection System. The Senior Collection System Technician performs hydrocleaning, CCTVing, various infrastructure repair work, lift station maintenance and repair, and flow meter installations. The Senior Collection System Technician is responsible for performing maintenance, troubleshooting, and repair of various equipment including CCTV cameras, transporters, hydrocleaner pumps, motors, and blowers. The Senior Collections System Technician may perform various infrastructure repair projects including repairing and replacing manholes and service laterals. This position makes critical decisions and recommendations that carry a significant level of responsibility and have the potential to significantly impact the collections system repair schedule and maintenance. In addition, this position may serve as lead worker on small crews, as assigned. Employees at this level are expected to provide training and guidance to lower level employees within the workgroup.



Essential Duties & Responsibilities:
Operates a combination High Velocity Sewer Cleaner/Vacuum Truck to perform a full range of general maintenance and cleaning duties related to the City’s Wastewater Collection System; cleans and rods sewer mains and laterals; operates a high pressure rodder, manual power rodder, and hand rodder to remove debris from inside pipe; vacuums debris from lift stations and related structures;

Performs system troubleshooting on complex cleaning and repair projects;

Performs maintenance and repair on the hydrocleaner truck equipment components including pumps, motors, and blowers requiring specialized knowledge of various brands of cleaning truck equipment;

Develops and coordinates sewer cleaning and CCTV activities and scheduling;

Operates closed circuit televising system (CCTV); televises underground sewer lines; identifies any signs of blockage/debris that may interrupt flow of the sanitary sewer; identifies major problems with pipes including cracks, damage, holes, and collapsed pipe; tests sewer systems for faulty connections or leaks as well as for illegal connections;

Performance of duties related to Closed Circuit Television (CCTV) inspection, analysis and diagnosis of sanitary collection systems under minimal supervision. This position performs highly technical and skilled duties and responsibilities relating to the operation, maintenance, and repair of specialty CCTV van and camera equipment;

May perform maintenance and repair of the City’s CCTV cameras and transporters requiring extensive technical skills and knowledge specific to CUEs equipment;

Performs work related to the software used in the CCTV van including troubleshooting;

Performs work related to the software used in the Asset Management System including creating and closing group work orders and creating map sections;

Responsible for verification of exact locations of sewer services, tees and laterals by creating infrastructure maps using distances obtained from CCTV inspection. Provides correct information as to location of services that may need repair;

Responsible for recommending and reporting collections system performance to the assigned Supervisor; coordinates with Supervisor to establish daily/weekly/monthly inspection and cleaning goals; performs field observations to ensure compliance with department policies, practices, and City ordinances; prepares reports for the Supervisor related to division activities;

Senior: reviews and directs daily work assignments performed by Collection Technician II’s for completeness and accuracy;

Obtains quotes for repair projects and new equipment;

Inspects, maintains, troubleshoots, and repairs assigned equipment and vehicles;

Performs safety checks and checks fluid levels of vehicles and equipment; inspects and maintains safety related equipment including air monitoring devices, signs used for traffic control, fall protection gear, and first-aid kits, cleans assigned vehicles and equipment;

Performs work in confined spaces; performs necessary precautions prior to entering confined spaces with potential hazardous atmospheres; use air quality monitors and ventilators;

Sets traffic control including safety devices, signs, and barricades; ensures safety of public and work crew;

Completes and submits traffic control plans;

Monitors, cleans, and performs basic maintenance at sewer lift stations; performs basic pump repairs and general troubleshooting at sewer lift stations;

Serves in emergency standby capacity; provides customer service and performs aspects of collection system maintenance and repair during after hours periods including holidays and weekends;

Provides courteous customer service; responds to questions and inquiries from the general public; responds to customer problems or complaints;

Maintains records of basic operations, maintenance and work performed; maintains records related to the time and cost of jobs and man hours; inputs work activities into asset management program;

Maintains written and computerized records including computerized databases; produces computer generated reports related to CCTV inspections;

Transports WRRF biosolids to disposal location utilizing semi-truck and hauler trailer; completes documentation required by disposal site; coordinates truck loading with WRRF staff;

Maintains records of basic operations, maintenance and work performed; maintains records related to the time and cost of jobs and man hours; inputs work activities into asset management program;

Creates, completes and closes detailed work orders;

Works independently under little general supervision and within established guidelines and procedures;

Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties;

Performs general custodial work;

Performs other related duties as required by the Collection, System Lead, Collection Systems Manager, or Wastewater Superintendent.



Job Specifications:
High School diploma or equivalent;

Minimum of one to four years (1-4) of experience in collections system operations and maintenance, or a combination of education, experience, and certifications that enable the incumbent to perform the necessary functions of the position;

One-year experience in a lead capacity is desired for senior level;

Two to three years (2-3) of experience working with a Computerized Maintenance Management System is desirable for Technician II and Senior.



Knowledge, Skills & Abilities:
Must be able to work unsupervised in the operation and care of machinery and mechanical devices; work is performed under minimal direct supervision and requires independent discretion in decision making while in the field;

Knowledge of safety practices including traffic safety, confined space entry, and PPE use;

Knowledge of operation and maintenance of various types of sewer pipe line cleaning and inspection equipment;

Knowledge of operational characteristics of wastewater collection systems and standard construction practices;

Knowledge of practices, methods, techniques, terminology, tools, materials and equipment used in the maintenance, construction, inspection and repair activities of wastewater collection systems, including types and grades of pipe; video recording and analysis of sewer pipe lines;

Knowledge of equipment repair;

Knowledge of lift station operation and maintenance;

Knowledge of the U.S. EPA's Capacity, Management, Operations, and Maintenance (CMOM) and NPDES regulations;

Proficiency with the Microsoft Suite of programs including Microsoft Outlook, Word, and Excel;

Ability to read and interpret plans and sewer maps;

Must be able to work all shifts, weekends and holidays;

Must display an attitude of cooperation and the ability to work well with others;

Ability to work effectively with mechanical equipment, ability to recognize equipment failure and to act in an emergency, and skill in the use of hand tools and equipment;

Ability to maintain daily operations logs and documentation;

Ability to keep excellent records maintains good rapport with the public, and fellow employees;

Ability to communicate with management, supervisors, and co-workers with respect in a pleasant, courteous manner;

Integrity, in the performance of assigned tasks;

Knowledge of emergency response procedures and disaster response; have ability follow and execute emergency assistance when called upon;



Licensing and Certification:
Must hold a valid State of Idaho driver’s license with a good driving record;

Must be hold a Class A CDL License with a tanker endorsement within 120 days for hire (Senior must hold license at the time of hire);

Must be able to obtain an Idaho Collections Class I license within 12 months of hire for Technician I/II levels;

Must be able to obtain an Idaho Collections Class II license within 12 months of hire for Senior level (within 24 months for Technician II level);

Must have or be able to obtain a Class III Idaho Collections License within 24 months of hire for Senior level;

Ability to obtain NASSCO PACP certification within 12 months of hire for Technician I and II level (Senior level must have certification at the time of hire);

Must be able to attend and complete all required safety training requirements and certifications including but not limited to: confined space entry, CPR/AED, ICS, fall protection, and flagger/traffic safety.



Work Environment and Physical Demands:
Routinely requires lifting and moving up to 75 pounds and occasionally lifts and/or moves more than 100 pounds;

Must be able to read, write, and speak English;

While performing the duties of this job, the employee regularly works near moving mechanical parts and outside in various weather conditions. The noise level in the work environment can be loud;

Periodically works in an office environment while sitting at a desk for short periods of time;

Occasionally works in precarious places and is often exposed to wet and/or humid conditions fumes or airborne particles, toxic or caustic chemicals and vibration;

Constantly requires driving a motor vehicle or maintenance equipment;

Occasionally is exposed to risk of electrical shock;

There is potential for exposure to biological hazards while performing the duties of this position.



Travel Requirements:
Local travel is required, using City vehicle;

Regional travel is required on occasion for training.
